What should be public, What should be private?

Technology is something that can be copied and carried out easily. Patents are useful only in a few industries and the problems are mainly from other industries.
Now a days researcher in corporate firms can not own the patent, the firm owns the patent. But in universities scientist can own the patent. Is it true?
In most of the fields, university scientists are not very good sources of proprietary capabilities. This is the correct way I think because universities has a major job as being a major source of public knowledge.
